asp.net i think is a much more used and less complex format in terms of web design, for asp you will probably need a test server running IIS , because as u know dynamic pages will not be parsed when trying to see the result of your coding on your home pc, however i suggest visual studio .net 2003 which supports both language and actually allows you to easily create asp websites in a power wysiwyg editor , if you do not have a home server then you can configure vs03.net to connect and upload to a remote ftp to preview your pages.

Download ".Net framwork 1.1" & ".Net SDK" from microsoft web site. You don't need any extra hardware & the framwork works on all versions of windows.
You can use any programming language to write ur ASP.Net applications including VB.net as u can make ASP classic pages using VB.
