The webmaster of the winning site is surely an excellent and strives hard to ensure that everything is in place. Site appears to be updated frequently, as content is fresh and relevant.

content, yet lack a few things in one or more parts of the criteria.

score between 75%-84%. Could be a considered a merit award.
Site must show at least initiative or effort in the creation of the whole
web site. Content is fairly important, however, creativity is the
most important aspect. Graphics don't have to be top quality, but
layout and navigation should be acceptable:
